What  conversations have you had and when  with  the Brent Cross/ Cricklewood developers  and with Barnet Council about long term affordable private sector rental properties as part of the development? will you  commit to introducing this as a requirement for part of the Brent Cross/ Cricklewood development?

My team and TfL hold regular quarterly Brent Cross Strategic Forum meetings in partnership with Barnet Council at which the developers, Hammerson and Standard Life attend part for commercial development updates. The last Strategic Forum took place 18th May 2015 and is chaired by the Leader of Barnet Council with Mayor’s Office attendance by Deputy Mayor’s for Planning and Transport, plus senior officers. Occasionally, my officers in Housing & Land and Planning departments meet their opposites in Barnet Council to discuss housing development, affordable housing and Private Rented Sector delivery, as well as key planning application proposals, including Brent Cross Cricklewood. Barnet Council has already granted planning permission for this development of 7,500 new homes and a new town centre, both in Outline 2010 and more recently earlier this year under Section 73 variation scheme and phase 1 approval of the development. In those planning approvals the council secured the appropriate housing tenure mix between affordable housing and private sale and rental.

 

In March this year Barnet Council announced the appointment of new development partners for the South Side development, Argent Related Companies who will work up plans to deliver the majority of the planned 7,500 new homes. The GLA was a member of the selection panel for this delivery partner.  Procurement is at an early stage and the council is undergoing due diligence processes during 2015 before detailed plans come forward. No detailed level discussions have yet taken place with the GLA on PRS homes.

 

My Housing Strategy and recently published London Plan Alterations support delivery of PRS to assist in choice of housing tenure and accelerate the delivery of more homes for Londoners. Brent Cross Cricklewood could well be a suitable location for PRS homes in the planned development alongside affordable housing as required by the Section 106 Agreement and private sale housing.

 

The Argent Related partnership have vast international experience of delivering private rented accommodation of a high standard and on a development of this quantum we would expect private rented to be part of the product offer.

Given that every existing green space in the southern part of the Brent Cross Cricklewood development is being either removed entirely or reduced in size, what do you propose to do about this significant loss of green space?

Outline planning permission was granted in 2010 for the Brent Cross Cricklewood comprehensive redevelopment when open space and development provision was considered fully.  The overall consent provides for reprovision, enhancement of existing green open space and new open space.  The southern part referred will in due course be considered at the Reserved Matters Application stage where further consideration can be given to provision of the green open space in question in detail.  This will be primarily a local planning matter for the borough to determine.

Given the fact that a huge waste plant at Brent Cross has outline permission from Barnet council already as part of the Brent Cross/ Cricklewood scheme, when do you expect to be consulted on  any future detailed waste plant application?

The borough is keeping my team updated on the detailed phases of the development including that phase that will in due course involve the waste and recycling facilities. I am not yet aware of the timing of such detailed applications which may be for some time.
