Cycle Superhighway 11

Holborn station upgrade

What are the plans for the upgrade for Holborn station and what are the timescales for it happening?

Holborn station is the eleventh busiest station on the Tube network and demand at the station is forecast to increase by 30 per cent by 2030. The planned upgrade would deliver an interchange link, re-modelled ticket hall and a new entrance to provide step-free access.

 

The project is currently at the concept design phase. In formulating early options, TfL has spoken with the London Borough of Camden, the local Area Action Group and the local Business Improvement District, all of which support the aim of improving the station.

 

Plans for Camden Town Underground station

Colindale station

With the overdevelopment of Colindale continuing apace, it is now paramount that local infrastructure meets the demands of residents. What are the current plans for the upgrade of Colindale tube station and when will they happen?

There are active plans to upgrade Colindale station to accommodate the additional passengers generated by the planned 12,500 homes and 500 jobs in this area. TfL have been working with Barnet Council officers to realise this project and are assembling a funding package of £11.28m including; section 106 monies from the Peel Centre development, £2.95m from Barnet Council and £3.42m from TfL’s Step Free Access Partnership Fund.

 

The proposal is to build a new station with a bigger entrance and step free access on the existing station car park. This will minimise disruption. The aim is to submit a planning application to Barnet Council in January 2017, followed by detailed design, construction and completion for opening in summer 2019.

 

Night Tube [1]

What are you doing to reduce the impact on residents living  near to tube stations when the night tube comes in?

Since I announced the Night Tube, an enormous amount of work has taken place to improve the condition of the rail tracks to minimise noise from passing trains and this will continue.

 

TfL will always endeavour to address problems without delay, be a good neighbour and protect the wellbeing and quality of life of the communities it serves. Once the Night Tube service is operational, TfL will continue to work with residents to investigate and address any issues should they arise.

What will you do to keep down ASB near stations when the night tube comes in?

Since I became Mayor, crime on our transport network has fallen to an all-time low of just seven crimes per million journeys.

 

TfL has worked in great detail on the Night Tube programme, including identifying any problems that could arise, and putting robust plans in place to make sure the service works well for customers and local communities.

 

TfL has engaged with its policing partners – the British Transport Police (BTP), the Metropolitan Police Service (MPS) and the City of London Police (CoLP) – from inception to develop a suitable response.

 

There will be an enhanced policing presence during the night services, including more than 100 BTP officers out on visible patrol across the network. There will also be additional night time deployments of MPS Roads and Transport Policing Command (RTPC) officers to busy transport hubs to reassure passengers and deal with any issues that may arise. These resources will be complemented by the 68 dedicated TfL cab enforcement officers within the MPS, RTPC and CoLP, who will continue to be deployed at night, adding to the integrated policing response.

 

East Finchley High Road

Now that the lights filtering has changed at the junction of East Finchley High Road, Fortis Green and East End Road, will you consider my request to install an Oxford Circus style “X” crossing to help pedestrians cross safely and quickly?

The roads in question are all borough roads and the junction is the responsibility of the London Borough of Barnet. In the first instance, the borough would need to develop the plans and then TfL would look at the proposals.

 

Finchley Memorial Hospital Bus

What progress is being made towards a bus route to serve Finchley Memorial Hospital?

The NHS are still in the process of transitioning health services to Finchley Memorial Hospital.   Once normal usage levels are reached, the NHS will work in partnership with TfL to carry out a travel survey to help determine the hospital’s transport needs.

 

Finchley Memorial Hospital Bus Stops

The state of the bus stops serving Finchley Memorial Hospital on the A1000, specifically the two around Granville Road and Granville Place are in a terrible state and need to be cleaned and repaired. When will this be done?

Cross borough bus services

Cross borough bus services in Barnet are poor. What are you doing to improve and extend them?

A number of routes provide east to west links within and beyond the London Borough of Barnet, including routes 125, 221, 232, 251, 307 and 326. TfL is working closely with Barnet Council to investigate opportunities for bus priority to improve bus reliability and journey times along bus routes in the borough, including those mentioned above.

 

Opportunities for enhanced network capacity and connectivity are constantly considered and evaluated by TfL.

 

Millbrook Park [1]

Other than extending the 382 bus into Inglis Way, what else will you do to provide more public transport services to the future residents of Millbrook Park?

At present, over 160 passengers per day use the route 382 service north of Mill Hill. TfL will continue to monitor demand on this service, including liaising with Barnet Council over the progress of the Millbrook Park development, to understand the scale of future demand in the area.

Pedestrian safety crossing the A1

A recent site visit was conducted with a view to improve pedestrian safety at the junction of the A1 and Midholm in the Hampstead Garden Suburb. When will the proposed actions that came from the visit be completed?

A range of measures were suggested following the visit, some of which have already been implemented or will be on site shortly. This includes the road traffic bollards and central island beacon.

 

Other potential improvements will require further design work in advance of installation. Subject to an assessment of their suitability, the improvements will be completed in the coming months.

 

Stirling Corner

What progress is being made with the plan to improve pedestrian safety at Stirling Corner?

A design of a fully signalised pedestrian facility across the A1 on the southern side of Stirling Corner roundabout is currently being assessed through traffic modelling. Initial results indicate that the proposals will not cause adverse impacts on the operation of the junction or the A1. Public consultation is expected to take place in late 2016.

 

Mill Hill Circus

A transfer of land is required between the London Borough of Barnet and TfL before proposals can progress to public consultation. To enable this, LB Barnet has now made a statutory declaration to the Land Registry over a strip of untitled land. Subject to the land availability being confirmed, public consultation is planned to take place later in 2016.

 

Burnt Oak Broadway

How many KSI accidents have there been since and including 2012 at the junction of Burnt Oak Broadway/ Watling Avenue/ Stag Lane on the A5; and what are you doing to improve pedestrian safety at this junction.

From January 2012 to August 2015 (the latest period for which provisional data is available) one serious collision was recorded that involved two pedestrians.

 

London Borough of Barnet, through the Local Implementation Plan Corridor Programme in 2016/17, will be investing £60,000 in a study to consider options to make the junction of the A5/Watling Avenue more pedestrian friendly.

 

Judd Street

Eversholt Street

How many KSI accidents have there been since and including 2012 at the junction of Euston Road and Eversholt Street; and what are you doing to improve pedestrian safety at this junction.

Between January 2012 and August 2015 two serious collisions were recorded at this junction, neither of which involved a pedestrian. We are developing proposed improvements for the junction (and others along Euston Road) focusing mainly on pedestrian and cyclist crossings. We plan to consult on our proposals, jointly with LB Camden, later this year.

 

Public conveniences

There are no public toilets in either of the stations closest to Camden Market, Chalk Farm and Camden Town. Given Camden has a lively night scene, do you accept that when the night tube comes in there is likely to be an even greater need for public conveniences? If not do you have plans to increase provision, do you have plans to provide more cleaners at stations in the early hours?

London Underground (LU) has reviewed current toilet opening times and identified opportunities to continue to keep these available for customers overnight when the Night Tube service is running. This has included working with local authorities and other third party organisations who provide toilet facilities in the immediate vicinity of LU stations.

 

Additional cleaning staff will be employed and cleaning rosters reviewed to ensure that the high standard of cleanliness of stations and trains are maintained during the Night Tube operations.

 

Disabled Oyster Card discounts [1]

A resident with epilepsy has been in touch with me to say that they have been trying to get a disabled persons discount on their oyster card. They have been constantly told at tube stations that this could not be done there, and that they would need to go back to the Post Office, who also said this was not a service they offered.

Why is this, when  people who are entitled to disability discounts can register them at stations and that staff  should know what the procedure is to process this?

The staff at any Tube station should be able to add the disabled persons discount to an Oyster card, provided the customer holds a Disabled Persons Railcard.  I can only apologise for the difficulties experienced by your correspondent.

 

I understand that TfL is in contact with this constituent and is working toward a resolution. I am aware of the circumstances of the case and understand TfL has ensured staff know the correct procedures.

 

 

Disabled Oyster Card discounts [2]

Graffiti on The Causeway N2

There is some dispute between TfL and Barnet Council as to who is responsible for maintaining The Causeway Alleyway in East Finchley, which has recently become covered in graffiti. Will you look into this and ensure the graffiti is cleaned?

The Causeway alleyway in East Finchley is not TfL’s responsibility to maintain. Requests regarding maintenance should be directed toward the London Borough of Barnet.

 

Bushes outside the Green Man Community Centre

TfL are responsible for maintaining the bushes opposite the Green Man community Centre in East Finchley. They recently trimmed them bushes back, but have left the large amount of litter and dirt that has collected there. Will TfL now clean them and remove all the rubbish?

Responsibility to clear litter and keep the highway clean falls to the boroughs under their Environmental Protection Act responsibilities. Please contact Barnet Council who should be able to help.

 

Burglaries

Are you aware that the 10 most burgled postcodes in the UK are all in London according to MoneySupemarket’s analysis of 2 million insurance claims?

Written response from the Mayor

I note the data published by Money Supermarket, which appears to analyse insurance claims taken from insurance brokered by the website. This does not necessarily provide a complete picture of burglary in the capital however. In London, we use nationally recognised crime reporting and survey data to analyse offences such as burglary. Our success in reducing burglary across the capital is something that we are proud of. Since 2012, we have seen a reduction in burglaries of 27%. That equates to 2,371 fewer victims of burglary every month.

 

The postcodes mentioned in the Money Supermarket release are all located in boroughs which have seen reductions in burglaries. The table below gives burglaries reported for the nine identified boroughs as taken from the crime data.
