The MPS’s I call target is 90% within 15 minutes and the MPS’ s S call target is 90% in 60 minutes.

 

In Barnet, in June 2014, the average response time to an I call was 9.52mins and the average response time to an S call was 38mins.

 

In Barnet, in July 2014, the average response time to an I call was 9.54mins and the average response time to an S call was 40mins.

There have been 805 stop and searches conducted in the borough of Barnet from 01/06/2014 – 31/08/2014.

 

The Stops Reporting Tool, used to extract data on the number of stops that
have occurred over a given period or in a given borough, does not contain a
ward location field.  Collecting information to that degree would require every officer to know and record the exact postcode location of every stop, which I am sure you agree would be impractical.  As such, it is not possible to provide the specific information requested.

 

As you will be aware, we are carrying out a control trial on the use body worn cameras across 10 boroughs. The cameras will routinely collect evidence for potentially contentious interactions such as stop and search.

What progress has been made in improving the SDR in Barnet?

I am pleased to note that the sanction detection rate in Barnet has increased in the last year, up by 0.5% from 19.5% to 20%.

 

The MPS has invested in training and a dedicated officer for community resolutions to improve the sanction detections of the lower level crimes where it is either not the victim’s wish or not in the public interest to pursue through the judicial system. A marked increase has been seen in the use of these resolutions.

 

Barnet are also piloting the use of Bodycam footage (BWV), this has been pivotal in securing Domestic Abuse charges where the victim has been too intimidated to support police proceedings. Once this pilot is completed we are hopeful this will be rolled out across the whole Borough and again see further improvements.

 

Sanctioned detection rate, Camden

What progress has been made in improving the SDR in Camden ?

I am pleased to note that the sanction detection rate in Camden has increased in the last year, up by 1.1% from 20.3% to 21.4%.

 

There has been an uplift of staff within CID to provide resilience and improve productivity.

The crime picture is reviewed daily to highlight detection opportunities. New Detective Constables to the borough are posted to Local Policing Teams to allow opportunities to obtain sanction detections through low level crime before dealing with more complex ones.

 

All officers receive training four times a year and experienced CID officers have been posted to response and neighbourhood teams to co-ordinate investigations.

 

Burglary operations in Barnet

How successful have been the recent anti burglary initiatives in Colindale and Burnt Oak?

The anti-burglary initiative in the Colindale / Burnt Oak area has seen a reduction in residential burglary offences since April 2014. The initiative was put in place in April and is part of the boroughs ongoing fight against residential burglaries across the borough. At present burglary (total) is down 16.3 % borough wide.

 

Part of the initiative within the area was the offer of police painting anti-climb paint within certain roads. This offer received a significant take up from residents. Barnet have also made use of crime prevention signage to warn of issues whilst putting out further prevention advice via social media and leaflets.

It is never acceptable for people in London to face an attack on the basis of their faith or race. Reducing hate crime is a key priority and MOPAC will be launching a Hate Crime Reduction Strategy in the Autumn.

 

I absolutely condemn the recent rise in anti-Semitic incidents and have discussed this issue with the Commissioner. Each Borough Commander has put in place a reassurance and preventative policing plan, and circulated the dates of the Jewish Holy days to Community Safety Units and Neighbourhood Policing Teams.

I am always extremely concerned about any incidents of hate crime and I am watching this issue closely.  It is important that people feel confident to report all incidents of hate crime when they occur.

SNBs funding

Which Borough SNBs have received funding from MOPAC; how much has each received; and which borough SNBs are still waiting for  their funding?

Written response from the Mayor

All SNBs were advised of the process for accessing their funding in February 2014.  As soon as boards are established they can submit an invoice for the core administration funding, a ring-fenced amount of £5200 for each borough.  There is an application and assessment process for the remaining project funding.

 

Four SNB invoices for core administration funding have been received and authorised.  They are from Barnet, Camden, Bexley and Tower Hamlets.  Six boards have submitted project funding applications.  Eleven different projects have been agreed and the boards instructed that they can invoice immediately.

 

MOPAC has not implemented a deadline for funding applications at this point. It is for each board to determine the most appropriate point at which they apply for funds.

 

Barnet SNB funding

What is the reason why Barnet  Borough SNB has still not received funding from MOPAC; when will it get its funding; and how much will it receive?

Written response from the Mayor

The SNB Fund allocation for Barnet is £30,449. All SNBs were advised of the process for accessing their funding in February 2014. As soon as boards are established they can submit an invoice for the £5,200 administrative funding. There is an application and assessment process for the remaining project funding. The invoice for the Barnet SNB core administration funding has been received and authorised. The board has yet to submit a project application.  As soon as one is received it will be given due consideration and processed accordingly.

Longest I grade in Camden in June 2014: knife incident

19:50 – Call came from a pay phone stating a male in Lewis Street,NW1 was walking around with a knife. Caller gave a brief description of the male.  Call was circulated however no units were free to attend.  CCTV was checked with no coverage.

20:39 – available unit assigned

20:48 – unit arrived on scene

Result – area search no trace.

Total time of 57.45 mins

 

Longest S grade in Camden in June 2014: domestic incident

21:34 – Domestic incident – caller stating that ex-girlfriend stole his suitcase and credit card. Call was circulated to all local units with no units free to deal.

22:51 – call was sent for an appointment.  The appointment team tried to call the informant to arrange an appointment, however there was no reply on the phone.

09:00 – Caller was eventually spoken to and an appointment arranged for 12th June at 1900hours.

19:22 on the 12th June – Time of arrival for police at appointment.

Result – Crime report for Domestic incident.

Longest I grade in Camden in July 2014: police generated

19:52 – Police generated central station personal attack alarm at Holborn Police Station.

19.55 – an update was given as minor dispute taken place which police were trying to sort out.

Result – Non crime domestic report.  Incorrect Time of arrival placed on the CAD as 19.55hours 8th June following day.

Longest S grade in Camden in July 2014: Criminal damage

21:38 – call stating somebody had spray painted his vehicle with graffiti.  Call was circulated and no units were free to deal.  The victim could not wait for police so an appointment was arranged.  Appt booked for 1800hours on 14th July.

18:01 – Time of arrival given for when police arrived on scene for the appointment at 18:01hours on the 14th July.

Total time of 4102.28 mins

 

Longest I grade in Barnet in June 2014: Child come to notice of police

22.34 Caller states children are throwing furniture and food around and fears for safety of other residents.

22:44 Police called back and informant stated that both children involved had calmed down but they still wanted police to attend and speak with the children.

22:54: Unit SX 23 assigned to call

23:14 Linked CAD 11099 informant called back requesting that police to cancel as the children have stopped smashing things up. Informant was advised that police were on the way and informant was happy for police to still attend.

23:41 Police arrive on scene.

Longest S grade in Barnet in June 2014: Fraud

20:41 Caller states friends’ card has been swallowed by ATM. They have retrieved a device from the machine. Caller is happy to wait for someone to come and collect device.

21:10 Circulated to all units.

21:11 Supervisor informed of outstanding call and no units were shown available.

22:02 Linked cad 10640 states that informant did not want to wait for police and wanted to go to Islington police station the following morning to report instead.

The incident should have been resulted when the appointment was made, as opposed to when the informant attended the station office.

Total Time of 1306.27 minutes

 

Longest I grade call in Barnet in July 2014:  Highway disruption

13:21 Caller stating there is flash flooding at location in all three lanes. Road is completely flooded.

13:22 Sent to Traffic unit to deal due to location being a fast road (A406) and CAD closed. Traffic circulated the call to units but did not dispatch anyone.

16:21 Unit drives past location and states there is no trace of any flooding.

The CAD was closed before traffic assigned a unit

Total time of 179.12 minutes

Longest S grade call in Barnet in July 2014: RTC

18:39: RTC Injury – vehicle was seen driving the wrong side of the road, a motor cyclist was seen to fall off.   The victim’s details were obtained and an appointment made to see the cyclist to report the accident.   An appointment was made to see the victim on 1st August 2014.

11:00 1st AUG  – Time of arrival for police was 11:00 hours on when police arrived at the appointment.

Total time of 2420.34 minutes
