Bridge over the A1

The roads and land around and over the bridge over the A1 which brings the Southbound A1 traffic in and out of Borehamwood, the first junction north of Stirling Corner belong to a combination of 4 authorities including TfL and as a result no-one is taking any responsibility  for the maintenance and repair of the bridge. The footpath has almost disappeared and pedestrians are forced to walk in the road and is being increasingly used by children and adults to access the golf range and youngsters walking to the London Maccabi training ground. The protective fence along the edge of the bridge over the road itself is in disrepair and dangerous. Will you take action to ensure the bridge and path are urgently and properly maintained?

As you correctly advise, the maintenance arrangements at this particular location are complex with the Highways Agency, Hertsmere Borough Council, London Borough of Barnet and TfL all having elements of responsibility.

The bridge and bridge parapets are TfL’s responsibility and have been inspected following your question and TfL confirm that these are safe and in good condition.

The footpath leading from the residential area east of the A1 (off Paddock lane) to the footbridge is solely the responsibility of Hertsmere Borough Council. There is no designated footpath from the footbridge to the golf centre, and this is not a pedestrian movement I would encourage as this is a slip road for a motorway junction. TfL will arrange a meeting with the adjoining highway authorities to confirm maintenance responsibilities in the area and identify how pedestrian provision can be improved.

Further to your response to Q2014/2967 above, could you provide an update on this matter?

NIMR site Mill Hill

In view of the imminent loss of 750 skilled jobs from Mill Hill when the NIMR vacates its premises in July 2016 will you consider re-designating this part of Mill Hill as a Science & Technology park to enable more skilled jobs to be created?

Written response from the Mayor

I have planning powers over applications of strategic importance, as strictly defined by the Town and Country Planning (Mayor of London) Order 2008. Given the potential scale of any development at the site at Mill Hill, this would likely be referable to me, however, no planning application has been referred at this time. As this is the case, the designation of the site remains a local planning issue until such time as either Barnet Council decide to change the planning designation or a planning application is submitted and referred to me.

 

Mill Hill East and Finchley Central

Further to your answer to question No: 2014/2004 concerning  shuttle tube and  buses services between these stations with a quarter hour service interval with bus and underground timetables ignoring  one another and your undertaking to ask TfL to look into this further, what progress has been made?

Following discussions with Barnet Council, TfL will be consulting on an extension of route 382 to the new Millbrook Park development. The consultation is due to be complete by the end of the year. Subject to the outcome of this consultation, TfL will aim to get the best overall bus / rail schedule integration as part of implementing the scheme.

 

Mill Hill East Tube Station and Finchley Central

Do you agree that MHE trains should at least wait for the High Barnet  line passengers wishing to use it to alight and get on the train when  the High Barnet train arrives just before the MHE train is due to depart; and if so will you ensure the message gets through to drivers and supervisors at Finchley Central?

TfL has carried out a thorough review of signage and instruction to train operators on the importance of allowing trains to connect, where possible, at Finchley Central, and will continue to carry out spot checks.

 

Hendon Central

Question No: 2014/3240

Further to Question No: 2014/2003 and  Question 2014/0968  concerning  the junction of Queens Road and the A41 at Hendon Central being  heavily congested at rush hours.  and your response that a Traffic Signal Engineer will assess the A41/Queens Road junction and look into any possible signal improvements that can be made to the right turn, with work to be completed by the end of June, has this now been done, and if so with what result?

What progress is being made with consideration of Hendon Circus as a possible location for longer term design and layout changes to further improve the junction?

An assessment of the A41/ Queen’s Road junction has been completed. An improvement to the right turn movement southbound into Vivian Avenue, through a right turn filter, was identified. This is expected to improve congestion and reduce collisions at this junction. Changes at the junction are proposed to be introduced next spring.

 

Health Protection Agency

Question No: 2014/3241

Are you aware that Public Health England (PHE) has informed staff at its Colindale site that it will be recommending to the Government that PHE consolidates its operations at the former GSK facility in Harlow.  This means closure of the Colindale site, beginning in 2016.  If this closure is allowed to go ahead, this will be a major blow to Colindale and the 1,000 staff who work there. The work done at Colindale is world classand vital to the protection of the public. Will you make representations to PHE that this work and these jobs should stay in Colindale, bearing in mind the large loss of jobs already at other sites in Colindale that have been or are being developed as housing?

I am aware that the PHE Board is recommending to Government that their facilities and support services are relocated to Harlow to create a National Science Hub at the former GlaxoSmithKline campus. The Department of Health and HM Treasury will assess the recommendation and a decision is anticipated by the end of September.
My officers have been informed by Public Health England (PHE) that their decision was made in light of scientific and technological advances, increasing public expectations, higher quality and safety standards, and constraints on funding. The Colindale was not designed to meet the needs of new bio-medical science technologies and could not allow PHE to continue the UK’s important international role. PHE estimate that completion of this transition will not be until 2021, and with the earliest moves to occupy refurbished areas possible in mid-2018.

 

Life sciences are a core priority for me and a key component of London’s future business and economic growth. That is why in April of this year I launched MedCity, the remit of which is to attract the investment the sector needs to ensure London and the Greater South East is a world leading, interconnected region for life science research, development and commercialisation.

 

Permitted Development Rights 1

With reference  to my  written Questions and oral  supplementary about Permitted Development Rights at last MQT, particularly concerning  the huge loss of jobs in Camden  as a result of the conversion of Carlow House office block to flats and of Premier House  Edgware  condemned to the same fate, amongst other fully occupied office premises in  London, your undertaking to investigate the matter given at last MQT ,  and my letter to you about Premier House; have you read my letter; have you now  investigated the matter; what was the outcome;  and what can you and will you  do to help these displaced businesses and jobs?

Permitted Development Rights 2

In view of your response to my written questions cornering Permitted Development Rights at last MQT, your response being: “Strategically London has a surplus of outmoded office and retail space. The release of these spaces could be managed and coordinated more effectively through the planning system, enabling a higher level of residential replacement where appropriate and, if viable, provision of modern commercial/leisure/community space on the ground floor. Therefore I will be monitoring the impact of Government’s 3 year PD liberalisation scheme with a view to making evidence based representations on Government’s overall approach to Permitted Development rights  to DCLG at the appropriate time.”

Do you agree that it is not in London’s interest for successful well established SMEs, charities, and other organisations who have been paying business rates for many years in a large and fully occupied office block in an economically important  part of the city  to be given notice to vacate so that their building can be converted to flats?

I am concerned about impacts of permitted development on occupied office space, including the effect it has on businesses and employment. In carrying out my strategic planning role in London I will continue to make the case for amendments and exemptions to DCLG’s proposals.

 

Permitted Development Rights 3

In view of your response to my written questions cornering Permitted Development Rights at last MQT, your response being: “My officers are also in the process of developing a series of recommendations and proposals on how the public sector can provide support to Incubators, Accelerators and co-working spaces across London, some of which are based in BID areas like Camden. These IACs provide support to start ups and SMEs and their tenants will bring new life and income to those areas where they are based.” As the Government is now consulting  on making the temporary permitted development rights permanent, that allow offices to be converted to flats without further planning permission  being required, will you make a response to the Government’s consultation, that such permitted development rights should apply only to unoccupied or largely  unoccupied blocks; and  that they should not apply in relation to office premises that have been occupied by SME s paying business  rates for over three years?

In collaboration with the London boroughs I am monitoring the existing permitted development rights. The results of this process will be used to inform my representations to the Government consultation on this matter. That will also include the use of occupied or unoccupied buildings.

Royal National Orthopaedic Hospital (RNOH) Stanmore

With reference to my Question No: 2014/1996

“I am sure you are aware of the plans for major changes at the RNOH Stanmore, which include a substantial housing development on the site. What assessment have you made of the impact of the plans on the strategic roads, in particular Canon’s Corner, also bearing in mind the London Academy expansion plan?”

“I considered the application at Stage II on 10 April 2013. In that report TfL notes that in relation to highway capacity, that following Stage one and at TfL’s request, further assessment has been undertaken regarding possible improvements to the Brockley Hill/Wood Lane junction in order to mitigate traffic arising from the development. Harrow Council has accepted the provision of a signalised junction as effective mitigation and the section 106 agreement will secure this through a section 278 agreement (Highways Act). As these works will also encompass new/improved crossings between the site and the bus stops on Brockley Hill, TfL welcomed the separate condition added which secures the delivery of such facilities prior to the commencement of the Central Development Zone (CDZ). In addition to this, a contribution of £20,000 has been secured towards upgrading the two bus stops on Brockley Hill, which TfL welcomes. As agreed with Harrow, TfL expects to be involved in all of the above section 278 discussions, given its responsibility for maintaining traffic signals and a reliable bus network”

A41 pedestrian crossing

In view of the London Academy expansion plan, will you consider a controlled crossing near Amias Drive to opposite side of Spur Road on the A41 for the benefit of school children and other pedestrians because children may walk from 107 Bus Stop and down Brockley Hill to walk to school. Traffic speeds up from Canons Corner near Brockley Hill and Spur Road and is dangerous for young children and their parents?

“What progress is being made in your plans for this junction; what discussions have you or your officers had with Barnet Council; and when will a public consultation be held?”

“TfL has instigated a design to improve capacity and resilience at Mill Hill Circus.  A design that increases the internal capacity by a combination of reducing the size of the central island and increasing the space available for traffic on the north eastern quadrant of the roundabout has been developed. Initial contact has been made with LB Barnet and TfL are awaiting a response in order to ascertain the level of support for the Borough to make improvements at this location. If a viable proposal for a scheme is identified, public consultation will be progressed.”

Have LB Barnet now responded, if so what was that respsosne,and what progress is being made with this plan?

The MPS’s I call target is 90% within 15 minutes and the MPS’ s S call target is 90% in 60 minutes.

 

In Barnet, in June 2014, the average response time to an I call was 9.52mins and the average response time to an S call was 38mins.

 

In Barnet, in July 2014, the average response time to an I call was 9.54mins and the average response time to an S call was 40mins.

I am pleased to note that the sanction detection rate in Barnet has increased in the last year, up by 0.5% from 19.5% to 20%.

 

The MPS has invested in training and a dedicated officer for community resolutions to improve the sanction detections of the lower level crimes where it is either not the victim’s wish or not in the public interest to pursue through the judicial system. A marked increase has been seen in the use of these resolutions.

 

Barnet are also piloting the use of Bodycam footage (BWV), this has been pivotal in securing Domestic Abuse charges where the victim has been too intimidated to support police proceedings. Once this pilot is completed we are hopeful this will be rolled out across the whole Borough and again see further improvements.

I am pleased to note that the sanction detection rate in Camden has increased in the last year, up by 1.1% from 20.3% to 21.4%.

 

There has been an uplift of staff within CID to provide resilience and improve productivity.

The crime picture is reviewed daily to highlight detection opportunities. New Detective Constables to the borough are posted to Local Policing Teams to allow opportunities to obtain sanction detections through low level crime before dealing with more complex ones.

 

All officers receive training four times a year and experienced CID officers have been posted to response and neighbourhood teams to co-ordinate investigations.

The anti-burglary initiative in the Colindale / Burnt Oak area has seen a reduction in residential burglary offences since April 2014. The initiative was put in place in April and is part of the boroughs ongoing fight against residential burglaries across the borough. At present burglary (total) is down 16.3 % borough wide.

 

Part of the initiative within the area was the offer of police painting anti-climb paint within certain roads. This offer received a significant take up from residents. Barnet have also made use of crime prevention signage to warn of issues whilst putting out further prevention advice via social media and leaflets.

SNBs funding

Which Borough SNBs have received funding from MOPAC; how much has each received; and which borough SNBs are still waiting for  their funding?

All SNBs were advised of the process for accessing their funding in February 2014.  As soon as boards are established they can submit an invoice for the core administration funding, a ring-fenced amount of £5200 for each borough.  There is an application and assessment process for the remaining project funding.

 

Four SNB invoices for core administration funding have been received and authorised.  They are from Barnet, Camden, Bexley and Tower Hamlets.  Six boards have submitted project funding applications.  Eleven different projects have been agreed and the boards instructed that they can invoice immediately.

 

MOPAC has not implemented a deadline for funding applications at this point. It is for each board to determine the most appropriate point at which they apply for funds.

 

Barnet SNB funding

The SNB Fund allocation for Barnet is £30,449. All SNBs were advised of the process for accessing their funding in February 2014. As soon as boards are established they can submit an invoice for the £5,200 administrative funding. There is an application and assessment process for the remaining project funding. The invoice for the Barnet SNB core administration funding has been received and authorised. The board has yet to submit a project application.  As soon as one is received it will be given due consideration and processed accordingly.

There have been 805 stop and searches conducted in the borough of Barnet from 01/06/2014 – 31/08/2014.

 

The Stops Reporting Tool, used to extract data on the number of stops that
have occurred over a given period or in a given borough, does not contain a
ward location field.  Collecting information to that degree would require every officer to know and record the exact postcode location of every stop, which I am sure you agree would be impractical.  As such, it is not possible to provide the specific information requested.

 

As you will be aware, we are carrying out a control trial on the use body worn cameras across 10 boroughs. The cameras will routinely collect evidence for potentially contentious interactions such as stop and search.

no pedestrian crossing Finchley lane / Great Northern Way NW

A constituent has raised with me the fact that at the end of Finchley lane NW4 where it  reaches the Great Northern Way  there is  no pedestrian crossing at all. The only way to cross that part of Finchley lane is to run across the road while the light changes for vehicles, wait in middle of the road and dash across once more when the light again. His  sons wish to start taking the bus to their school instead of going by car but the idea of them crossing that road terrifies him. As it is a busy crossing and there is not a single zebra crossing or pedestrian traffic light on the entire Finchley Lane will you investigate what can be done?.

LB Barnet is the highway authority for Finchley Lane and it is therefore for them to consider whether they wise to promote enhanced pedestrian facilities along their road.

 

At the main junction with the A1, there is a staggered pedestrian crossing on the north side and informal facilities are provided for pedestrians in the form of central islands on the side road arms.

 

cashless bus policy.

A constituent has brought to my attention a glaring, discriminatory hole in your cashless bus policy.  ON 13/8/14  at 3.10 pm, she tried to take a lady that she has befriended shopping on the number 263 bus to North Finchley.  They embarked upon the bus at Strawberry Vale on the High Road, East Finchley, N2, (North Circular stop) and her  friend, who is disabled, used her Oyster card.  The payment did not register due to insufficient funds.  As my constituent was standing next to her she used her contactless payment card to pay for both her fare and her friend’s fare.  However, the driver then berated her that she could not pay for her friend.  When she pointed out that her friend was disabled, the driver brusquely commented “well then, why doesn’t she have a disabled travel pass?”.  His attitude was appalling.  It was not his business that her  friend did not have a travel pass, nor is it my constituent’s , who was more than happy to top up the Oyster card once they  reached the  destination, but that was not acceptable to the driver.  They were then put off  the bus by the driver. They were left humiliated, angry and upset.   TfL’s  email dated 2nd July 2014, states: “If you do not have enough credit on your Oyster card or your bus and tram pass or travelcard has just expired, you can now make one more journey on a bus. You must then top up your pay as you go credit before you can use your Oyster card again.” Why did this not happen on this occasion?  Do you agree that this is shameful discriminatory behaviour towards a vulnerable member of society?  What training (if any) have bus drivers received on this cashless bus policy? What training have bus drivers received on Disabilities Awareness? How do you expect vulnerable adults like my constituent’s friend to know how much money is on their oyster card at any one time as there is no card reader at the bus stop and the nature of her disability prevents her from using computers and she does not possess a contactless payment card?

Your answer being: Your question could have simply read “Have you cycled around Stirling Corner?” and my response to that question is “Please see my response to MQ 4161/2012″. Have you ridden round String corner yet on your bike; if not why not; and is your answer above an indication of the embarrassment you feel about being reminded about yet another broken pledge?” Your response being: “Officers are drafting a response which will be sent shortly. “Have you still not cycled round Stirling Corner, and if not, why not? your  response being: My response to MQ 2014/1459 was “I have not broken any pledge on this issue.”

bearing in mind that this junction serves Hertsmere as well as Barnet, will we see you honouring your pledge now, to cycle round the junction; and as we have just seen the welcome announcement of a 50 mph limit, can we expect shortly also to see the permanent 24/7 traffic lights local people want, and swift action on the need for pedestrian and cyclist improvements?

The findings of the trial to operate traffic signals on a full time basis will be made available shortly.

 

At the same time, TfL will bring forward information on the potential for any further improvement works at the roundabout.

I am pleased that you read my email of 8th August. As I made clear in my email, we have a massive programme of work in train and I will be putting every ounce of effort into this programme and will keep pushing the GLA onwards until May 4 2016.
