With the ever-growing increase in the local population in Colindale adding a huge burden to the only direct transport link to central London, namely the tube and as there is no foreseeable prospect of the tube station capacity being increased, will TFL introduce a daytime bus service serving Colindale that links directly to central London?

TfL is in regular contact with Barnet Council about developments in the area, including the major regeneration of Grahame Park.
There are plans to support this in a range of ways, including increasing bus capacity and connectivity. A review of potential requirements is taking place and will be discussed with the council in early 2015.

Good progress is being made on the MPS review of the local policing model and the outcomes will be announced following approval by the MPS Management Board. In addition, the MOPAC review will be finalised in the New Year in line with previously announced commitments.

The MPS review of the Local Policing Model (LPM) is under consideration by the MPS Senior Management team.
It is right to review progress of a substantial innovation such as the LPM and if the Commissioner decides that alterations are needed to improve how the model works I will listen to that professional advice.

BT highspeed broadband

Many of my constituents have complained to me about not being able to access BT highspeed broadband. Their complaints have been ignored. When taken up and escalated on their behalf, including with Andrew Campling, BT London Chief Executive, the complaints remain ignored and unanswered. Will you take up with BT their arrogant treatment of Londoners in this way and ensure that reasonable complaints about lack of access are properly investigated and a reasoned answer provided, preferably explaining what will be done to enable connection to take place and the timescale for such connection?

My officers have contacted Andrew Campling, who is BT’s General Manager for London to discuss this issue, and have yet to receive further information. Complaints regarding BT are best addressed to the communications regulator Ofcom.
My officers and I have met with BT on many occasions. They attended my Connectivity Advisory Summit held in September last year and have joined my Connectivity Advisory Group.
London has a large number of connectivity providers that offer a variety of services to both residential and commercial properties across the capital. Indeed over 500 have registered as suppliers for the Superfast Connection Voucher scheme, where businesses can receive up to £3,000 to install high-speed broadband. North & West London Light Railway

A North & West London Light Railway could utilise many existing and some old track beds, for example a two way light rail or tram to run from Finchley Central through Mill Hill East in the disused , (but still existing almost entirely) track bed of the Northern line extension, to Mill Hill Broadway Station (and possibly on to Edgware). People could then visit Brent Cross along the Thameslink, and travel on to St Pancras or through London as far as Brighton and including Gatwick Airport, and Luton. Such a solution could further provide an effective orbital link through Colindale, to Old Oak Common (linking with CrossRail). Will you consider this idea?

Bridge over the A1

The roads and land around and over the bridge over the A1 which brings the Southbound A1 traffic in and out of Borehamwood, the first junction north of Stirling Corner belong to a combination of 4 authorities including TfL and as a result no-one is taking any responsibility for the maintenance and repair of the bridge. The footpath has almost disappeared and pedestrians are forced to walk in the road and is being increasingly used by children and adults to access the golf range and youngsters walking to the London Maccabi training ground. The protective fence along the edge of the bridge over the road itself is in disrepair and dangerous. Will you take action to ensure the bridge and path are urgently and properly maintained? your response being:
As you correctly advise, the maintenance arrangements at this particular location are complex with the Highways Agency, Hertsmere Borough Council, London Borough of Barnet and TfL all having elements of responsibility.
The bridge and bridge parapets are TfL’s responsibility and have been inspected following your question and TfL confirm that these are safe and in good condition.
The footpath leading from the residential area east of the A1 (off Paddock lane) to the footbridge is solely the responsibility of Hertsmere Borough Council. There is no designated footpath from the footbridge to the golf centre, and this is not a pedestrian movement I would encourage as this is a slip road for a motorway junction. TfL will arrange a meeting with the adjoining highway authorities to confirm maintenance responsibilities in the area and identify how pedestrian provision can be improved.
Further to your response to Q2014-2967 above, could you provide an update on this matter?

TfL confirms adequate maintenance regimes are in place for the sections which fall under its responsibility. Access changes to the golf club are the responsibility of Hertsmere Borough Council.
I am aware that a meeting was arranged for 16 October between the Highways Agency, Hertsmere Borough Council, the London Borough of Barnet and TfL to identify how pedestrian provisions may be improved in the area. I have asked TfL to provide you with an update on this meeting.

TfL has looked into the problem facing traffic emerging from Green Lane. The main cause relates to congested conditions going westbound into Spur Road. This in turn can lead to traffic backing up onto the roundabout, blocking traffic emerging from Green Lane.
A “KEEP CLEAR” marking was installed in December with the aim of encouraging drivers to leave a gap for vehicles to exit Green Lane.

West Hampstead station step free access

West Hampstead station is in need of step free access, but you have decided that it is not a priority for this. What were the reasons for your decision, and what objective criteria did you apply in making your decision?

At a time when funding is limited, TfL currently prioritises stations which, if made step-free, could unlock the greatest number of customer journeys or introduce a step-free access route where none currently exists.
West Hampstead is already served by the step-free Thameslink station, linking customers to Tube stations with step-free access and interchange such as St Pancras, Farringdon, City Thameslink, Blackfriars and London Bridge. Tube customers can also access the Jubilee line step-free from nearby Kilburn Tube station, which is accessible by bus 189.
Introducing step-free access to West Hampstead Tube station would be expensive and difficult. The Underground station ticket hall sits on a road bridge above the railway and the station itself is constrained on either side by various properties.
TfL is also proposing a new station building for the London Overground station which will provide step-free access as part of the DfT’s Access for All scheme. A planning application will be submitted in late 2014, with work expected to begin in early 2015.
I recently announced a new £75m fund in order to introduce step-free access to even more Tube stations across London. In allocating this fund, TfL is prioritising the affordability of the schemes and the extent to which any third party funding can be agreed. This ensures TfL can introduce step-free access to the greatest number of stations.
Are you aware that The 189 bus route goes nowhere near West Hampstead tube, so do you agree that the implication of your answer is that passengers should take 2 buses from West Hampstead in order to be able to use a lift at Kilburn. do you also accept that the installation of a lift would not be as difficult as your reply states. In fact TfL applied for disability funding a year or so ago to install such a lift and were turned down. Why and when were they refused , and where would the lift in the application have been placed?
Are you also aware that the neighbouring properties mentioned are on TfL or Network Rail leases some of which are coming to an end. When do the TfL leased properties come to full term?

Depending on where people begin their journey or are intending to travel to, the 189 bus, which serves nearby Kilburn High Road and Kilburn station may provide a convenient route to a Jubilee line accessible station. Alternatively, those beginning their journey closer to West Hampstead Thameslink station could use this step-free accessible station to continue their journey into central London and interchange onto the Tube network.
The step-free access funding to which you refer relates to the West Hampstead Overground station and not the Tube station. The Overground station was granted DfT Access for All funding during Control Period 4 (2009-2014). This funding was deferred to Control Period 5 (2014-19) to allow TfL to develop a more comprehensive scheme that would accommodate the expected growth in passenger numbers. Subject to the necessary permissions, this station redevelopment will commence later this year and – once complete – will provide an additional option for step-free travel from the West Hampstead area.
The properties situated on either side of the Tube station are just some of the constraints against introducing step-free access at West Hampstead. From the ticket hall, the stairs access directly onto the west end of the island platform meaning there is limited space for a lift, in addition to the road bridge underneath the Tube station.
TfL’s leases at West Hampstead have varying expiration dates, with the longest term tenancy due to expire in April 2025.
Stamford Hill to Golders Green bus route

TfL has considered the option of additional signals on this arm of the junction. However, an investigation concluded this is not a viable option due to the congestion and delay such facilities would cause.
The latest design proposal for Mill Hill Circus does include some changes to this arm of the junction and TfL officers would be happy to meet with you to discuss the wider Mill Hill proposals in more detail.
East Finchley to central London bus route

There is no bus route that travels into central London from east Finchley, which leaves residents badly connected and reliant on the tube which many find too expensive and others difficult to navigate including passengers with children in buggies and people in wheelchairs. Will you now provide such a route?

Currently residents wishing to travel from East Finchley to Central London by bus can take route 263 (six buses per hour) and interchange at Holloway for route 29 (15 buses per hour at peak times) to the West End; route 91 (eight buses per hour) to the Holborn area; or, route 43 (nine buses per hour) to the City.
Alternatively passengers can interchange at Archway for route 134 (12 buses per hour) to Camden and the West End.
TfL considers that this is a reasonable level of connectivity, and therefore has no plans to provide more bus services between East Finchley and central London.

One of the unlicensed cab drivers shown is of Asian origin and the other Afro-caribbean. I have received complaints from constituents who are offended about the commercial’s apparent racial stereo-typing. What are your comments on the issue and what are you going to do about it?

disabled person’s railcard and linkage to Oyster

A constituent has had a disabled person’s railcard for many years. For the past 6 years the constituent has been trying to get this disabled person’s railcard connected to and registered for disabled discounts on travel undertaken on Oystercard. After trying several different tube station ticket offices in the past, the constituent finally found one in East London that registered the Oystercard for disability discount . This expired on 1st June 2011.
Since then the constituent has taken the disabled person’s railcard and the old Oyster photocard as proof of disability for registering the Oyster for disabled discounts. At every station the constituent has been to, including after speaking to supervisors, the constituent has been informed that this registration cannot be done at the tube station, and that the constituent should go to the post office.
However, the post office have said they cannot do it there and that it is a matter for TfL. This has caused tremendous stress and expense. My constituent has been made to feel humiliated about asking for discount. My constituent has even been told there was no entitlement to discount on peak travel and on travel on Oyster, and was only entitled to discount for national travel. Eventually my constituent gave up and has ended up paying full fare for 3.5 years – not including the period before June 2010 – when only 1 member of staff over a period of 6 years knew how to do this.
My constituent has now been on TfL’s the website to find out about cheaper travel. Having been told for so long that the railcard could not be connected to the oyster card for 30% discount my constituent was shocked to find out that that was right all along. On the webpage it clearly states that by going to any tube station office a disabled person’s railcard can be connected to Oyster.
Now my constituent has been left with the knowledge that despite all these efforts over the past 6 years discount has been credited for only one year as a result of TfL staff not being properly trained to process disabled person’s applications for discount on their Oyster.
Do you agree that TfL have failed in their responsibilities to my constituent under the Disability Discrimination Act ; what steps do you propose to take to put the matter right: and how will you resolve this in future, bearing in mind your forthcoming cuts of ticket offices?

Thank you for bringing this case to my attention.
The setting of a Railcard discount on an Oyster card is a long established practice at London Underground ticket offices and I am disappointed your constituent had such difficulty.
I am sure that this is an exceptional case but I have asked London Underground to remind staff that the discount can be set on Oyster cards and how this can be done.
I am aware that a goodwill gesture has been offered to your constituent along with the suggestion that she explore whether she is eligible for a Freedom Pass.
In the future, London Underground staff will be able to set all Railcard discounts at the ticket machines at stations.
